I.      INTRODUCTION AND FACILITATOR'S COMMENTS

This monthly Report describes those activities undertaken be the CNCR Project in November 2008. The major accomplishment during this period is finalizing the New Constitution in preparation to submitting it to the CBC for action on December 6. The CBC will pass a resolution to forward the New Constitution to the BIA for Secretarial review.

The finalization of the New Constitution and initiation of federal review is only one phase of restructuring our Nation's government to enhance trust and accountability in our overall tribal operations. The 19 page New Constitution is only a basic structure that will serve as a guide for our leadership to act in the best interest and promote those purposes defined in our current Constitution. See Article II - purpose.

Successful implementation of the New Constitution, upon approval, will require the advance and immediate development of an "infrastructure" to sustain operations under the new system of tribal government. This means that each Article in the New Constitution must have beneath it a set of law or codes that will give both flexibility and legitimacy to those actions initiated pursuant to its provisions. If these sets of law or codes are not in place when the New Consititution is enacted, then there will be confusion when the sunrises on the day after it becomes our Supreme Law. A "Plan for Success" begins right now with every Numu "stepping up to the plate" and learning about how the New Constitution will make a positive impact on their daily lives.

During FY 2008-2009, the CNCR Project remains committed to a strategy of teaching our over 10,000 General Council about the New Constitution, what it will achieve and how it will work in a "real time" Numunuu world.

The New Constitution is only a document made up of 19 pages with 7,059 words, index included. You must breath life into this new way of conducting our Nation's affairs and learn what you can do to promote positive and energetic change that will guide our leadership on our never ending journey to find better campsites where our Elders and children can florish and be proud they are Numunuu.
